Notice is hereby given that
the Board of Directors of Block House Municipal Utility District will hold a
regular meeting on Wednesday, February 25, 2009, at 6:30 p.m.,
at 2600 Block House Drive South, Leander, Texas. The following matters may be considered and acted upon at
the meeting:
PUBLIC COMMENT
PLEASE NOTE: Public comments will be accepted only
during designated portions of the Board meeting. Comments from the floor will not be accepted during the
business portion of the Board meeting.
Citizens wishing to address the Board should complete the citizens’
communication form provided at the entrance to the meeting room, so they may be
recognized to speak.

3. Order Establishing Rules and Regulations Governing Recreational Facilities and Related Fees and Charges (to incorporate rules for use of the Jumano Community Center);

(a) previous directives;
(b) irrigation inspection, including:
(1) proposal for irrigation repairs (Work Order #903);
(2) proposal to replace irrigation controller at tennis court (Work Order #905); and
(3) proposal to repair irrigation main line leak located by the baseball field (Work Order #1005); and

POOLS
9. Pool operations and management, including:
(a) report from YMCA; and

(1) pool hours, including winter pool hours and upcoming spring and summer swim season schedule and events;
(2) request for proposals for pool operations and maintenance; and
(3) standard operating procedures for the pools;
10. Proposal for Phase II of the ventilation project at the Tumlinson Pool bathroom (Director Bennett);
PARKS, CREEK AND NATURE TRAILS
11. Creek maintenance, including report from Nature Trail System and Creek Maintenance Subcommittee, including:
(a) status of Phase 1 of the creek cleaning project;
(b) status of drainage system map; and
(c) Claudia Drive area greenbelt vandalism and park rules violations;
12. District parks and facilities, including:
(a) report on status of bike trail repairs and signage (Directors McMullen and Bennett / SWWC Services, Inc.);
(b) Jumano Park (wastewater treatment plant building and site), including:
(1) building maintenance, clean-up and use (Director Bennett);
(2) access, including access by emergency services, including gate and fence modifications (Director Bennett); and
(3) status of purchase and installation of “no camping” signs (SWWC Services, Inc.); and
(c) District signage, including refurbishing of the “welcome” sign at Block House Drive (Director Bennett);
MAINTENANCE

status of raising manholes, water valves and storm sewer manholes;

17. District operations, including report from SWWC Services, Inc. on:
(a) previous directives;

(c) solid waste disposal and recycling, including:
(1) report from Texas Disposal Systems, Inc.; and
(2) clean-up days, including modifying hours and offering brush roll-off, brush chipping, and curbside bulk pickup for a fee (Directors Roberts and McMullen);
(d) Town Hall meeting scheduled for February 26, 2009;
(e) water conservation - Water IQ;
(f) Architectural Control Committee;
(g) streetlight outages; and
(h) Management Services Agreement (expires March 31, 2009);

ATTORNEY
19. Report from Armbrust & Brown, L.L.P. on legal matters, including:
(a) previous directives;
(b) Resolution Supporting Curfews in Williamson County; and
(c) post office address change;
LITIGATION
20. Litigation regarding City of Leander’s taking of District property in connection with proposed wastewater interceptor line;
OTHER DISCUSSION/ACTION ITEMS
21. Extension of Scottsdale Drive and intersection with Highway 183A, including:
(a) traffic and safety concerns, including mailbox locations, request for installation of temporary barriers and increasing patrols in the area (Directors McMullen and Roberts);
(b) commercial vehicles, including request for Resolution to Williamson County Commissioners Court requesting no commercial vehicles and/or imposition of a weight limit on vehicles using Scottsdale Drive (Director Roberts); and
(c) BHC Owners Association, Inc. project to build walls along Scottsdale Drive (Director Davis);
22. Stub-out of Block House Creek Drive (Director Bennett);
23. Request from BHC Owners Association, Inc. for District solid waste service for proposed trash receptacles on Canby Drive (Director Davis);
24. Report from Block House Creek Connection resident group (Sherry Powell/Frank Stewart);

The Board of Directors is authorized by the Texas Open Meetings Act to convene in closed or executive session for certain purposes. These purposes include receiving legal advice from the District’s Attorney (Section 551.071); discussing real property matters (Section 551.072); discussing gifts and donations (Section 551.073), discussing personnel matters (Section 551.074) or discussing security personnel or devices (Section 551.076). If the Board of Directors determines to go into executive session on any item on this agenda, the presiding officer will announce that an executive session will be held and will identify the item to be discussed and provision of the Open Meetings Act that authorizes the closed or executive session.
