BLOCK HOUSE MUNICIPAL UTILITY DISTRICT

TO:            THE BOARD OF DIRECTORS OF BLOCK HOUSE MUNICIPAL UTILITY DISTRICT AND ALL OTHER INTERESTED PERSONS:

Notice is hereby given that the Board of Directors of Block House Municipal Utility District will hold a special meeting on Thursday, August 21, 2008, at 4:00 p.m., at the offices of SWWC Services, Inc. (SouthWest Water Company), 9511 Ranch Road 620 North, Austin, Texas.  The following matters may be considered and acted upon at the meeting:

PUBLIC COMMENT

PLEASE NOTE:  Public comments will be accepted only during designated portions of the Board meeting.  Comments from the floor will not be accepted during the business portion of the Board meeting.  Citizens wishing to address the Board should complete the citizens’ communication form provided at the entrance to the meeting room, so they may be recognized to speak.

1.                            Citizens’ communications;

2.                            Litigation regarding City of Leander’s taking of District property in connection with proposed wastewater interceptor line, including filing a notice of appeal of the court’s judgment and a motion for a stay pending resolution;

3.                            Engagement of and scope of services for District bookkeeper, manager and operator, including proposals for bookkeeping services; and

4.                            Discuss the District’s operating budget for fiscal year 2008/2009 and 2008 tax rate, including the following proposed projects:

(a)                        basic services, including:

(1)                        manholes, including proposal for asphalt repairs (Directors Bennett and McMullen); and

(2)                        water-conserving plumbing for restrooms at District facilities (Director Davis);

(b)                        security, including:

(1)                        purchase of additional security cameras for Walker House (Director Davis);

(2)                        proposal for lighting at Apache Park (Director Davis); and

(3)                        proposal for installation of light poles around the Walker House (Director Roberts);

(c)                        parks and pools, including:

(1)                        proposal to refinish Apache Pool deck (Director Davis);

(2)                        skateboard facility (Directors McMullen and Junk);

(3)                        skate court improvements, including proposal for installation of soccer goals and proposal for replacement of wooden bumpers (Director McMullen);

(4)                        proposal for trash can enclosure at Tumlinson Park, nets at Skate Court and drop rod to existing gate at the easement on St. Genevieve (Director McMullen);

(5)                        savings account for large recreational facility at Jumano Park (Director McMullen);

(6)                        additional Tonkawa Park improvements (Director McMullen);

(7)                        landscape, arbor and irrigation repair proposals (Landscape Subcommittee);

(8)                        additional pocket parks in District (Director McMullen); and

(9)                        proposal for irrigation system and proposal for fencing for the pocket park near Chardonnay bridge (Director McMullen);

(d)                        trail system, including:

(1)                        trails in Jumano Park linking hike and bike trail along Highway 183A (Director McMullen);

(2)                        proposals to refurbish park trails (Directors Davis and Roberts); and

(3)                        two footbridges across Block House Creek near Jumano Park (Director McMullen); and

(e)                        other, including extension of subdivision fence at South Walker Drive and Block House Drive (Director McMullen); and

5.                            Fire Protection Agreement, including related tax rate.

The Board of Directors is authorized by the Texas Open Meetings Act to convene in closed or executive session for certain purposes.  These purposes include receiving legal advice from the District’s Attorney (Section 551.071); discussing real property matters (Section 551.072); discussing gifts and donations (Section 551.073), discussing personnel matters (Section 551.074) or discussing security personnel or devices (Section 551.076).  If the Board of Directors determines to go into executive session on any item on this agenda, the presiding officer will announce that an executive session will be held and will identify the item to be discussed and provision of the Open Meetings Act that authorizes the closed or executive session.
